(408) 792-2601   For Release on November 21, 2003      FOUR FACE CHARGES FOR THE UNLICENSED PRACTICE OF MEDICINE   The Santa Clara County District Attorney’s Office has arrested and charged Nguyen Nhu Quang, 62, of San Jose with four felony violations: the Unlicensed Practice of Medicine, Battery with Serious Bodily Injury, Mayhem, and Unlawful Rebates for Patient Referrals. Quang is charged with the Unlicensed Practice of Medicine along with three codefendants, Julie Thuy-Huong Trinh, 36, Minh Ly, 58, and 40-year-old Dr. Thuan Moc Luu, DPM, DC. A joint investigation by the California State Medical Board, the Santa Clara County District Attorney’s Office and the Department of Insurance, uncovered allegations that Nguyen Nhu Quang, who is not a licensed physician, performed breast implant surgery on a young female victim causing great bodily injury and disfigurement. Julie Thuy-Huong Trinh acted as Quang’s surgical assistant. It is also alleged that both Minh Ly and Julie Thuy-Huong Trinh provided Quang with “patient” referrals through their separately operated “beauty care” businesses, in exchange for unlawful compensation from Quang.  Dr. Thuan Moc Luu, a licensed chiropractor and podiatrist located in San Jose at 2114 Senter Rd., Suite 18, provided the office space where Quang and Trinh administered medications and conducted various surgical procedures on the complaining victim and others. All defendants with the exception of Julie Thuy-Huon Trinh have been arrested and will be arraigned today in court.  Quang’s bail has been set at one million dollars. Trinh remains at large, but her attorney has contacted the District Attorney’s Office regarding her possible surrender. Anyone who has information concerning her whereabouts is urged to contact the District Attorney’s Office or the Medical Board.   Due to the extreme danger posed to the public health by the nature of these allegations, the Santa Clara County District Attorney, in conjunction with the California Medical Board, is urging anyone who has either received medical treatment or has been injured as a result of medical treatment from Nguyen Nhu Quang or Julie Thuy-Huong Trinh to immediately report the incident to either of the following investigators:   Michelle Sandri, Investigator                       Roberto Moya, Investigator Santa Clara County DA’s Office                   California State Medical Board           (408) 792-2726                                            (408) 437-3680
